College of Education Academic Regulations Committee Petition Review Process
The College of Education follows the University of South Florida Academic Regulations Committee petition process for undergraduate student petitions submitted through Archivum. This page provides the College of Education's internal process for assigning, reviewing, and documenting ARC petitions.

Purpose
The purpose of the College of Education ARC process is to ensure that undergraduate ARC petitions are reviewed consistently, fairly, and in alignment with USF policy, college expectations, degree progression requirements, and, when applicable, teacher certification or clinical education requirements.
ARC petitions may include requests such as late add, late withdrawal, total withdrawal, withdrawal limit exception, and reinstatement. The College of Education review process is designed to support timely decision-making while ensuring that appropriate academic and program-specific information is considered when needed.
College-Level ARC Review Structure
The College of Education uses a college-level ARC review process. Petitions are not automatically routed to individual program coordinators.
Instead, the college designates an ARC Manager and ARC Representatives who are responsible for managing and reviewing petitions in Archivum.
ARC Manager
The ARC Manager coordinates the college-level workflow for ARC petitions. This role may include monitoring submitted petitions, confirming that the petition is ready for review, assigning petitions to an ARC Representative, and helping ensure that cases move through Archivum in a timely manner.
ARC Representatives
ARC Representatives review assigned petitions and enter final college-level decisions in Archivum. Representatives are expected to review the student's petition materials, relevant advising documentation, academic record information, and any additional information needed to make an informed decision.
Final ARC decisions are entered in Archivum by the assigned ARC Representative.
Role of Program Coordinators and Other Consultants
Program coordinators are not automatically assigned to review every ARC petition.
However, ARC Representatives may consult advisors, program coordinators, department chairs, certification personnel, clinical education personnel, or other appropriate college staff when the petition requires additional expertise.
Consultation may be appropriate when a petition involves:

This consultation process allows the college to maintain a consistent ARC review structure while still incorporating program-level expertise when necessary.
General Review Principles
The College of Education ARC review process is guided by the following principles:
- Consistency
- Petitions should be reviewed using a consistent college-level process.
- Timeliness
- Petitions should be assigned and reviewed promptly so students receive decisions without unnecessary delay.
- Student Success
- Decisions should consider whether the student has a clear and realistic academic path forward.
- Policy Alignment
- Reviews should align with USF undergraduate academic policies and ARC petition requirements.
- Program Integrity
- When needed, program-specific requirements, certification expectations, and clinical education obligations should be considered before a decision is entered.
- Documentation
- Final decisions and relevant notes should be entered in Archivum by the assigned ARC Representative.
